Petras: Good Morning Pepe, how are you?

J.L. Vázquez: I’m fine thanks and happy to be talking with you. -We went over today's issues and first of all, the European elections and the ones in Lebanon.

Petras: Yeah, these are pretty hot right now. -But they are very complex and also contradictory in some ways.

J.L. Vázquez: What we see right away is that the Right is winning big in Europe and then there is the abstention rate...

Petras: Yes, the Right is doing well, mostly in countries where there are center left governments, because they are seen to be responsible for the crisis and the depression. The labor parties, the social democrats and others now are paying for this. But we have to remember that the rate of abstention is nearly 55% and that the vast majority of the non-voters are ordinary people: the working class, the jobless, underpaid women. These people have been ignored by the center left governments. That’s why they don’t vote at all –neither for the Left nor the Right. They have been marginalized by the democratic process and this is the most important reason why the governing center left now is being defeated.

In other places, the Left was in opposition (France, Austria and some other countries), but didn’t have a credible answer to the financial crisis. In this situation, the extreme right took advantage of this and blamed the immigrants. In stead of pointing their finger at the banks and Big Money, they accused the immigrants of taking jobs from people and blamed them for the crisis by being a burden on the welfare system and in this way aggravating the situation.

The Left (the social democrats at least) have tried to oblige the Right in what they do and the measures they’ve been taking, but because the electoral base of the social democrats is different, the voters have given them a slap in the face. The best way to interpret this is that whether in- or out of government the social democrats now are paying the price for cozying up to the financiers and being part of the problem.

We should also take note of the fact that the number of votes for the Right have not increased even though they now will get more representatives into office. What we can say for sure, however, is that the votes for the Left have taken a nose dive. The nominal left, that is, because the Labor party of Tony Blair is a right wing party and a Labor in name only. We’ve seen the same thing in Italy, France and Portugal. These parties that call themselves ”left” are complicit in or even are the driving force behind the policies that have brought us into this financial crisis. It’s a mistake to call this a ”defeat of the Left”. More than anything it is a strong reaction by the lower classes to the new version of neoliberalism.

Now, the problem from the point of view of the true left (let’s say the anti-capitalist party in France, the alternative parties in Portugal, Italia and Britain) is that it never had an electoral base, or a presence in people’s daily struggles. They’re not part of people’s lives and when people got disappointed with the social democrats the majority of them stayed home because they didn’t see tiny leftist parties as a realistic choice at all. Some sectors voted for the other parties to punish Labor. They’ve done it simply to punish them. And lastly, there were some that were very, very discontented and had precious little scruples about it and voted for the extreme right.

What we need to understand here is that what the Press in Britain calls « the defeat of the Left » is false. Rather, it is the because of the uncompromising neoliberalism of Blair and Brown. They have supported the neo-imperialist wars all over the globe, they have supported City of London and given it all that it wanted in terms of financial liberalization and bailouts for the multimillionaires. –These are not leftist policies and we’re not seeing « a defeat of the left » here. Far from it. We’re talking about capitalists and worse, financial capitalists that like to call themselves « left ».

The big problem for the true left is not that this is an “electoral defeat”, but that it has failed to take advantage of the opportunities caused by the financial crisis: It has failed to galvanize and inform the many non-voters.

And the few places where it had some presence, like in France, we really have to look into this –why this new anti-capitalist party can’t seem to attract voters from the social democrats and why Sarcozy, in spite of having lost support because of the crisis still got the necessary votes. Same thing with Berlusconi. There were leftist alternatives there too, but they were unable to take advantage of the collapse of both the old communists and of the center of the political spectrum and, finally the question -why does the left continue to be marginalized?

J.L. Vázquez: How do you see what happened to “The International Initiative” of Alfonso Sastre in Spain, who got support from izquierda abertzale [“left patriots”]?

Petras: Well, we have to take a look at this organization and its place among the many people that are out of work. The problem with Sastre’s candidacy, and the political forces that supported him, is that they’re obviously out of touch with all the people who don’t have a job to go to and with the many who work without a contract. -I think it’s question of being a part of people’s lives –of living where they live and of doing what they do. That’s the way to go if you want their votes. You can’t simply launch an electoral campaign headed by a charismatic personality and then expect to have an influence when people really don’t know anything about you. The voters hardly knew anything about the politics of Alfonso. –He’s a great personality and he has some great principles. He’s a good friend of mine. But you can’t just do some great pyrotechnics and then expect the demoralizing financial crisis and dissatisfaction with the socialist party (PSOE) to do the rest for you.

J.L. Vázquez: Now I’m going to take you from the European elections to those in Lebanon. Everybody thought (or said) that the coalition that Hizbullah was a part of would win. -But it didn’t happen that way.

Petras: Well, Hizbullah largely held its ground in the areas where it usually is strong, among Shiites and poor Muslims. That’s for sure. What went wrong, was the tactics. The idea was to unite with General Aoun, hoping for him to bring in a substantial percentage of Christian voters. In this sense, the defeat is not so much Hizbullah’s but its coalition partners, who obviously didn’t have sufficient influence over the Christians to deliver a sufficient number of votes.

The Sunnies and Christians, on the other hand, got one billion dollars from the US and Europe in financial support. These people are from the lower middle classes and have become dependent upon this kind of financial backing. This is what they were afraid of: that Hizbullah and the nationalists would win the election and that this would endanger the financial support from the US.

A third point is that a lot of people support Hizbullah (even Christians do so) in its fight against Israel and the Israeli incursions into Lebanon. But when they’re voting, the Lebanese tend to think more in terms of economy (trade and commerce with Europe). And tourism, of course. They also always take the Lebanese diaspora into consideration. This is important to the voters because of all the money these people are sending back into Lebanon. These are the reason why people are divided in their loyalties. –Between Hizbullah, which is protecting Lebanese independence against Israel and the political Right, which is good for the economy.

We should not interpret this victory of the Right, however, as a rejection of Hizbullah. Granted, it is a victory for the conservatives, but one balanced by historical considerations. Now we’ll just have to wait and see what the next government is going to be like because those who won the elections are not in a position to start a purge, much less a unilateral policy. Because the fact remains that Hizbullah (the coalition that got 40% or so of the votes) have various formal ways of influencing politics in Lebanon...

J.L. Vázquez: Now, back to our own continent again. The massacre in the Peruvian Amazon. Because every time Alan García is president of Peru, there has to be some massacre.

Petras: Exactly. I was in Peru in the eighties when they sent troops into the prisons and massacred over 500 political prisoners in cold blood. The current one takes place during a meeting of the Second International. This was an enormous scandal worldwide and Alan García tried to blame the army and the army said they were only following his orders and Alan García’s legs were shaking. He was literally soiling his pants, and phoned the US embassy asking for protection against the army (which in the meantime had gotten pretty goddamn riled by all this).

Trying to hide behind the army and blaming others, Alan García is not only a reactionary but a coward as well. He’s still at it, as we speak, blaming Bolivia, Venezuela and Sendero Luminoso. The only one he’s forgotten to mention (so far) was FARC in order to explain (away) the peaceful uprising of the indigenous people against the government’s exploitation of their territory, by signing it away to foreign mining companies without even consulting the native population. He is under a legal obligation to consult with them. This has been written into the Constitution of Peru. International laws as well. –How can this arrogant fatso believe he has the right to dictate to indigenous people what they should do with their land? He intends to contaminate the rivers, the land and the air even without consulting them!

The massacre is the product of an economic policy that we’ve seen in Peru many times. -The problem is that they’re exploiting the mineral resources of Peru more than ever before without even consulting with, not only the natives, but the peasants, workers and craftsmen too. -Mr. García together with Uribe and Calderón make up an imperialistic “axis of evil” in Latin America.

Colombia is the only country that supports Mr. García. The other Andean countries don’t want to have anything to do with him. And now, on top of this, this massacre and these human rights violations!

What is missing here is some kind of initiative from what remains of the parliamentarian Left. It doesn’t want to get involved. No general strike, no mobilization. Nothing. We only have a statement by Humala, the nationalist, that denounced the massacre. He has said that there should be an independent investigation. But the radical Left (the Marxists) is very unpractical and folkloristic. What is called for here is a hunger strike, a protest in Congress, a denunciation. Anything.

I think we should expect that someone from the outside demand that a criminal proceeding be launched just as in the case with Israel that now faces international court cases for human rights violations. I hope other countries, Spain or others, will do this start proceedings against Alan García, the butcher of the Amazon.

J.L. Vázquez: Ok, Patras, to end this interview I can tell you about one at least who did denounce it, our very own Minister of the Interior Daisy Tournée. Her party is somewhat similar to those capitalist social democratic parties over in Europe.

Petras: Yeah, the elections in Uruguay are coming up and there’s a lot of tactical positioning and internal fighting going on...What consequences will this jockeying for power have, what differences are there within the parties making up the coalition (Frente Amplio) and between the coalition and the Government? Will there be nothing but slogans and internal squabbling or can we expect some election result that could help fight the neoliberal policies of Tabaré Vázquez or Astori? What will this mean for ordinary people? –That’s the big question. So far we’ve not seen or heard anything during these conflicts and squabbles that might result in some real differences of opinion about how to deal with incomes policy, health care and education, something that could indicate an initiative towards a greater social equality. Something in the direction of policies that would be in the interests of day laborers, the homeless and people living in shanty towns. - Big Hat, No Cattle, if you ask me!

J.L. Vázquez: Right, Jim, time’s up. I would like to thank you very much for being here with us. I wish you all the best. See you next week.

Petras: Buen día Pepe, ¿cómo te va?

J.L. Vázquez: Muy bien, contento de estar conversando contigo y estábamos analizando qué cosas conversar y como primera medida tenemos las elecciones europeas y las elecciones en El Líbano.

Petras: Bueno, sí, son temas calientes en este momento. Una realidad muy compleja, muy contradictoria en algunos contextos.

J.L. Vázquez: Lo que vemos a primera vista en Europa es que la derecha es ganadora en forma rotunda y el abstencionismo.

Petras: Sí, hay un avance en la derecha, principalmente en los países donde el grupo centro izquierda social demócrata manda, porque ellos asumen la responsabilidad por la crisis, la quiebra económica.La respuesta a esta responsabilidad la pagan los laboristas, los socialdemócratas y los demás. Pero hay que entender una cosa: la tasa de abstención es casi del 55 por ciento y entre los abstencionistas la gran mayoría son la gente popular: la clase obrera, los desocupados, las mujeres mal pagadas, que no encuentran una respuesta en los gobiernos del centro izquierda. Entonces no votan ni por la derecha ni por la centro izquierda , se quedan fuera del proceso y es un factor determinante porque el centro izquierda gobernante pierde. En otras circunstancias, las izquierdas en oposición como en Francia, Austria y otros países, no tenía ninguna respuesta contundente frente a la crisis.Entonces los partidos de la ultra derecha aprovechan para culpar a los inmigrantes.Los acusan de tomar los puestos de trabajo y provocar la quebra en relación con las finanzas gubernamentales culpándolos de la mala situación fiscal, en vez de poner el énfasis sobre los grandes banqueros.La izquierda, por lo menos la socialdemocracia trata de acomodarse a los planes de la derecha y como sus bases sociales de la socialdemocracia son diferentes, el electorado popular de la socialdemocracia le dan una bofetada. La interpretación más importante aquí es que dentro y afuera de los gobiernos, los socialdemócratas pagan el precio de la acomodación con el capital financiero y sus implicaciones en la crisis económica.

Hay que anotar que el número de votos por la derecha no ha aumentado a pesar de que aumentó la representación de sus parlamentarios. Lo que sí es cierto es que el número de votos para la izquierda ha caído verticalmente. La izquierda nominal porque los laboristas con Tony Blair son un partido derechista en todo contexto pero con nombre Laboral. Lo mismo hemos visto en Italia, en Francia y en Portugal. Estos partidos que se llaman izquierda son cómplices o autores de la política que nos llevó a la quiebra.Es un error hablar de una derrota de la izquierda. Más que nada es un golpe fuerte de las clases populares contra la nueva versión del neoliberalismo. Ahora, el problema desde la verdadera izquierda, digamos el partido anticapitalisa en Francia, la alternativas en Portugal, Italia e Inglaterra, no tenían una inserción, no tenían una presencia en las luchas y las condiciones de vida de los que sufren entonces cuando el pueblo se desencanta con la socialdemocracia la mayoría se queda en casa porque no ve como factible la pequeña izquierda o la izquierda simbólica. Y algunos sectores votaron por los otros partidos para castigar a los laboristas, es un voto castigo. Y tercero, algunos sectores con mucha bronca y poca conciencia incluso votaron por la ultra derecha. Hay que entender que lo que la prensa llama como derrota de la izquierda es falso. Si uno identifica al neo-liberalismo a la ultranza de Blair y Brown que apoyan todas las guerras imperialistas en el mundo, que han apoyado al City de Londres con todas las medidas de liberalización financiera y después las subvenciones multimillonarias, eso no es una derrota de la izquierda.No es en ningún sentido una izquierda, que se llama laboral pero que es capitalista y del peor capitalismo: financiero.

Ahora el gran dilema para la verdadera izquierda no es la derrota sino la incapacidad de aprovechar la gran crisis económica y no activar y reorientar el gran número de abstencionistas. Y donde tenían alguna presencia activa como en Francia hay que analizar en profundidad por qué este nuevo partido anticapitalista no puede atraer votos de la socialdemocracia y por qué Sarkozy a pesar de su desprestigio con la crisis económica, sigue recibiendo el voto. Lo mismo con Berlusconi. Hay izquierdas allá pero que no estaban en una posición de capitalizar con la descomposición de las ex comunistas y el centro y por qué ellos se quedan todavía marginados.

J.L. Vázquez: ¿Qué lectura hacés sobre la suerte que corrió Iniciativa internacionalista de Alfonso Sastre que tenía el apoyo de la izquierda adversale?

Petras: Bueno, hay que analizar la organización y su inserción en la vida de las grandes masas de desocupados. El problema de la candidatura de Sastre es que las fuerzas políticas que apoyaron a Sastre aparentemente no podían influir en las masas desocupadas, no podían influir sobre gran número de trabajadores sin contrato. Yo creo que es una combinación de pautas de inserción cotidiana para influir el voto. No se puede simplemente lanzar una campaña con una gran personalidad e influir sobre una gran masa que no tiene experiencia anterior con este movimiento ni conoce en profundidad la política de Alfonso.

Alfonso es una gran persona, de grandes principios, es un gran amigo mío. Pero hay que decir que no se puede lanzar como un cohete brillante en el aire y esperar que después de sentirse desmoralizado por la crisis económica y desencantada con el PSOE que esta gente va a dar un voto decisivo.

J.L. Vázquez: Te voy a sacar de las elecciones europeas para llevarte a las elecciones que hubo en El Líbano. Todo el mundo pensaba o se decía que la coalición que integra Hezbollá podía llegar a ganar pero no fue así.

Petras: Bueno, en parte Hezbollá consigue una gran votación en sus bases principales en el sur entre los chií y los musulmanes pobres. Eso es cierto. Lo que fracasó es la táctica de unirse con el general Aoun esperando que el pudiera conseguir un porcentaje significativo entre los grupos cristianos. En ese sentido el fracaso no era tanto de Hezbollá como de sus socios que aparentemente no tenían inserción e influencia sobre los cristianos para capturar parte significativa de ese voto. La fuerza de los grupos sunies y cristianos era que reciben mil millones de dólares de Estados Unidos y de Europa y ese era el miedo de grandes sectores pequeño-burgueses que viven de estas subvenciones: que el voto por Hezbollá y los nacionalistas perjudicara el apoyo del imperialismo. El tercer punto es que mucha gente apoya a Hezbollá, incluso cristianos, en la lucha contra Israel y contra las incursiones israelitas. Pero no es lo mismo en el momento de votar porque calculan los intereses económicos y principalmente el comercio con Europa, el turismo y la relación con los libaneses que viven afuera del país, pero que mantienen relaciones económicas con El Líbano. Estos factores influyen para que la gente divida sus lealtades entre Hezbollá contra Israel y la derecha para transacciones económicas.No hay que interpretar demasiado la victoria de la derecha como un repudio a Hezbollá en su política. Yo creo que es un voto conservador pero moderado por las consideraciones históricas. Ahora hay que ver la formación del próximo gobierno porque los que ganan las elecciones no están en condiciones de empezar una purga ni mucho menos una política unilateral porque el hecho es que Hezbollá -la alianza- recibió más del 40 y tanto por ciento en votos y tiene muchos instrumentos institucionales para influir sobre la política del Líbano.

J.L. Vázquez: Ahora te traigo a nuestro continente para preguntarte sobre la masacre en la Amazonia peruana. Parece que cada vez que Alan García es presidente de Perú tiene que hacer alguna masacre

Petras: Exactamente. Yo estuve en Perú en los años 80 cuando mandó las tropas a las cárceles y masacraron más de 500 presos políticos a sangre fría. Y esta masacre ocurre durante una reunión internacional de la segunda internacional de los partidos social demócrata .Fue un enorme escándalo mundial y Alan García trata de culpar al ejército y el ejército decía que hay que asumir la responsabilidad: nosotros recibimos órdenes tuyas (de Alan García), y Alan García estaba temblando, mojando los pantalones literalmente y llamó a la embajada norteamericana para que le ofrezcan protección contra la bronca del ejército. Alan García no sólo es un reaccionario sino que es un cobarde al esconderse atrás del ejército y tratando de pasar la culpa de estos actos a otros. Y ahora hace lo mismo tratando de implicar a Bolivia, Venezuela, Sendero. Sólo faltan las FARC para explicar la rebelión pacífica de los indígenas contra la expoliación de sus terrenos firmando contratos con compañías mineras extranjeras sin consultar al pueblo como está escrito en la Constitución de Perú, como está escrito en las leyes internacionales. ¿Cómo se puede pensar este arrogante gordo que puede dictar a los indígenas cómo deben utilizar sus propios terrenos, cómo se pueden contaminar los ríos, los terrenos y el aire sin consultarlos a los habitantes de ese territorio? La masacre es producto de una política económica que se ha repetido en todo Perú. Es la intensificación de la explotación minera independientemente de consideraciones de los pueblos que viven allá que no son simplemente indígenas sino campesinos, trabajadores, artesanos... Y este señor Alan García, junto con Uribe y con Calderón forman el eje del mal imperial en América Latina. Alan García en los países andinos se queda sólo con Colombia porque los demás países han rechazado a Alan García en todas sus políticas y ahora le sumamos las masacres y violaciones a los derechos humanos. Lo que falta es que en las ciudades lo que queda de izquierda parlamentaria no interviene. No hay ninguna huelga general, no hay una gran movilización. Sólo tenemos pronunciamiento de Humala el nacionalista que ha denunciado el acto. Humala ha declarado que se debe formar una comisión de investigación. Pero la izquierda radical, marxista, es muy folclórica. Es un momento en que se debe organizar algún acto, una huelga de hambre, una protesta en el Congreso, alguna denuncia. Creo que debemos esperar que algunas fuerzas externas exijan un juicio criminal y así como los israelitas que ahora enfrentan juicios internacionales por crímenes contra la humanidad, espero que en otros países, en España o algún lugar, lancen un juicio contra Alan García, el carnicero de la selva amazónica.

J.L. Vázquez: Bueno Petras, para terminar, tengo que decirte que renunció o renunciaron (hay diferencias allí) a la Ministra del Interior Daysi Tournée en este Uruguay que se parece mucho a esa social democracia capitalista de Europa

Petras: Sí, obviamente frente a las elecciones y la campaña electoral hay muchas luchas intestinas. La gran pregunta es ¿con qué consecuencias, qué son las diferencias que tienen consecuencias para el pueblo de estas luchas internas en el frente Amplio, en el gobierno, en los partidos que forman el Frente? ¿son luchas por el poder, son luchas para tomar ventajas electorales por los lemas o tienen algún resultado en relación con la política económica neoliberal de Tabaré Vázquez o Astori?

Hasta ahora no hemos visto si estos conflictos podrían resultar en alguna divergencia significativa en relación con la política de ingresos, de presupuesto para salud y educación, que podría dar otro camino hacia la política de igualdades. Que se pueda hablar de una nueva política hacia los pequeños agricultores, los jornaleros, la gente que vive sin casa o en casas improvisadas. Estos grandes conflictos son mucho bombo y pocas nueces.

J.L. Vázquez: Bien James, se nos terminó el tiempo. Te agradezco muchísmo por el tiempo que nos diste tú y te mando un abrazo a la distancia ys hasta el próximo lunes.

Petras: Sí, y seré curioso ¿qué pasa con Chury?
