The U.S. will spend a record $170 billion on arms purchases in 2024. | WASHINGTON, March 13 - RIA Novosti. The U.S. plans to spend a record amount on arms purchases in 2024, the White House draft budget for the Defense Department suggests. "The budget funds $170 billion for procurement (which will be) the largest in history," the publication indicated. The Pentagon's draft budget would provide a record $145 billion investment in weapons research, development and testing.

The U.S. military department has requested $30.6 billion for ammunition purchases. The requested amount is 5.8 billion more than the amount appropriated last year. Of the total amount, the plan is to provide for the purchase of:

  Tactical missiles - $17.3 billion;
  Strategic missiles, $7.3 billion;
  Ammunition, $5.6 billion.

Besides, 600 million dollars will be spent on the technological development and more than 1 billion dollars on the producing base of the military equipment. Washington [also] will spend $6.2 billion to build a second Columbia ballistic missile submarine. Investments to modernize the country's nuclear complex will total $37.7 billion. California-based commercial lending giant Silicon Valley Bank had its charter revoked and was transferred into receivership on March 10 after a bank run – which occurs when too many clients try to get their money out at once. The collapse sent shockwaves rippling across the financial world. What exactly happened? And what’s next? Sputnik explains. | At the beginning of the workweek, Silicon Valley Bank (SVB) was, on paper, America’s 16h largest bank, with some $209 billion in assets and $175.4 billion in reported deposits, and more than 8,500 employees at branch offices around the world.  On Friday, the bank’s doors were closed and it was taken over by the Federal Deposit Insurance Corporation, which set up a new entity – the ‘Deposit Insurance National Bank of Santa Clara’, and told SVB employees that they would be kept on for 45 more days before being booted out the door. The DINBSC will open up on Monday, and over the coming month and a half, will gradually liquidate itself, making dividend payments to uninsured deposit holders (which account a whopping 93 percent of all deposits, according to Securities and Exchange Commission filings), and payouts to clients with holdings of less than $250,000 (the standard deposit insurance amount). After that, after nearly forty years in the business, SVB will be no more.  It’s too early to say whether foul play had any major role in SVB’s collapse. It is known that the bank’s chief executive officer, Greg Becker, offloaded $3.6 million in company stock just two weeks before SVB folded, and that he outlined the financial scheme enabling him to do so on January 26. Becker wasn’t alone. Through the month of February, chief financial officer Daniel Beck, general counsel Michael Zucker and chief marketing officer Michelle Draper Michelle Draper each sold a large percentage of their stocks in the bank as well.

Stephen Bryen (Asia Times) Both sides readying to go big militarily with nature’s thaw & place Europe on the brink of a great catastrophe | After the thaw comes the crunch for soldiers on both sides – including these Ukrainians – and Europe, perhaps the world. As it looks now, there are two potential spring offensives in Ukraine. Either of these offensives would be laden with significant risks for both sides. Predicting the outcome is difficult because outside players may intervene, especially US and NATO forces.  The first offensive is fairly well known. It is the spring offensive being organized by the Russian army. Considerable preparations have been made over many months. The Russians have honed their tactics, brought in new offensive weapons and replaced equipment so far lost in the war, especially tanks and infantry fighting vehicles. [...] What isn’t known is how the Russians will use the large force they have assembled, numbering between 200,000 to 300,000. One theory is they will move out from the south and east in a wide encirclement trying to trap Ukrainian forces.  The other spring offensive is the one that Ukraine is preparing for in earnest. This offensive probably has been planned in the Pentagon rather than in Kyiv. NATO is rapidly bolstering its forces. This past Saturday the US-flagged vehicle carrier Liberty Pride sailed into the port of Alexandroupolis, Greece, carrying military equipment destined for NATO forces. How many other US ships are in the ocean at the moment or arriving at other ports, isn’t yet known. But what is known is that NATO is girding itself for a spillover, once the Ukrainian offensive gets underway. The main focus of the Ukrainian spring offensive likely is an assault on Crimea and on Russian forces in the south. The objective is to cut them off (Kherson area across to Zaphorizia) and systematically destroy them, followed by a big push into Crimea. [...] Ukraine will have its hands full in such an operation and is dependent on US intelligence and, very likely, US airpower. There is not enough time to train Ukrainian pilots on F-16s, and there are not any spare up-to-date F-16s to throw into the battle – unless, of course, US fighter squadrons are in the mix. One can expect that US aircraft will be painted over with Ukrainian insignia and flown by US or NATO pilots. [Ephasis-TPV] These planes will operate as standoff assets, firing long-range air-to-air and air-to-ground weapons.  If these prognostications on the two spring offensives are anywhere near correct – and there is plenty of evidence suggesting both offensives are being prepared – then Europe is on the brink of a great catastrophe.

In total, 47 Republicans joined with 56 Democrats – primary members of the Congressional Progressive Caucus (CPC) – in favor of the legislation. It also had support from Robert Ford, who was the Obama administration’s ambassador to Syria and formerly a major hawk in favor of ousting Syrian President Bashar al-Assad.  Despite this unexpected bipartisan support, it was still shot down by the overwhelming majority of status quo hawks in Congress, representing a major lost opportunity for Washington to fall in line with international law – and its own domestic law. As Ford noted in his letter to Congress, “there is no definition of what the ‘enduring’ defeat of ISIS would look like,” and that Washington owes “our soldiers serving there in harm’s way a serious debate about whether their mission is, in fact, achievable.”

The issue “needs to be carefully worked out both in terms of the historical and cultural context, and from the perspective of possible international legal consequences,” with scientific institutions taking part in the process, the Ukrainian president added.  The name ‘Moscovia’ dates back to the Grand Duchy of Moscow, one of principalities of Kievan Rus in the late Middle Ages. The modern Russian state formed around this center of power while retaining historic and cultural roots stemming from Rus.  Commenting on the move, Russian Foreign Ministry spokeswoman Maria Zakharova stated that it was 💬 “further evidence of an attempt to create an ‘anti-Russia’ out of Ukraine.”

The situation surrounding John Fetterman continues to get much weirder. | The Pennsylvania senator is still residing at Walter Reed hospital after checking himself in for “severe” depression some weeks prior. That followed another recent hospital stint for light-headedness. Fetterman has suffered from a multitude of health issues since he suffered a massive stroke in mid-2022. Despite a “recovery” from the stroke that is clearly going in the wrong direction, talk of Fetterman resigning has been dismissed as ableism. His staff has also tried to keep up appearances, making it seem as if he’s still working while being confined at Walter Reed. It’s safe to say if Fetterman were a Republican, the calls from the press to leave office would be overwhelming. After all, we are talking about the same news outlets that wanted Donald Trump to be forcibly removed because he walked slowly down a ramp. Fetterman is a Democrat, though, so the wagons are being circled in the oddest ways possible.

In 1982, however, the World Health Assembly, the WHO’s decision-making body, voted to freeze its budget — under pressure from the Reagan administration, which saw the WHO as a socialist-leaning, unaccountable organisation working against American interests. This was followed by the 1985 decision by the United States to withhold its contribution, in part as a protest against its “Essential Drug Program”, which encouraged developing countries to develop their own capacities to produce essential medicines, rather than rely on Western drug companies — small wonder leading US-based pharmaceutical companies were averse. As a result, the organisation was forced to rely increasingly on extrabudgetary funds provided by “stakeholders”: not only governments and bilateral and multilateral agencies (such as the World Bank), but private and corporate donors as well, including pharmaceutical giants such as GlaxoSmithKline and Novartis. Over the years, among the private extrabudgetary donors, the Bill & Melinda Gates Foundation rose above the rest: by the 2010s, it had become the WHO’s second-largest donor, accounting for around 10% of all funds. Since voluntary contributions are earmarked, the donors largely get to call the shots on the use of the funds they contribute.
