In 1978, in the USA, Phillip Garrido began a 50-year sentence for kidnap and rape. Garrido was out of jail within 11 years. There is a suspicion that Garrido has friends in high places. In 1989, in Belgium, Marc Dutroux was sentenced to 13 years in jail for kidnapping and raping young girls. He was out within 3 years.
